| The mission of
the Tooele County MRC is to recruit, train, coordinate, and mobilize
a competent medical and logistical support unit to augment existing
emergency management and public health infrastructure during a natural
or man-made disaster in Tooele County. |

The
events in September 2001 changed the lives of all Americans.
On the 11th, Islamic hijackers purposely
crashed two airliners into the World Trade Center in
New York City. A third airliner was crashed into the Pentagon
in Arlington County, Virginia a short time later.
All three of these crashes were carried out by suicidal bomber terrorists.
In
the same time frame, the anthrax bacteria surfaced as a biological
weapon. (Although the bacteria
have been around for centuries, it first appeared in World War II
as a bio terrorism threat.) Several letters containing
the anthrax bacteria were mailed to media offices
and two U. S. Senators. A
total of 22 cases of anthrax were confirmed. Five people died.
As with hurricane disasters in the past, the
2004 and 2005 hurricane seasons
were wake up calls for the nation. National, local,
and county agencies began
looking for ways to increase peace, safety, and security in their
communities. Tooele County Health Department hired a full time emergency
planner to manage the MRC programs to strengthen Tooele Communities.
The Tooele County MRC was born as a partner to the Citizens
Corps in
response to the attacks upon our country. Other organizations
(AmericCorps, Senior
Corps, and the Peace
Corps) are part of the National
Freedom Corps. Citizen Core groups focus on homeland security,
whereas the USA Freedom Corps has volunteerism as it's core. All 12
of the health districts in Utah have formed MRC groups.

Emergencies and disasters happen in all communities.
Tooele County is no exception. Most of the time emergencies
are caused by nature. As we have learned from the past, they
can be man-made as well. Whether natural or man- made,
we can't prevent them, but we can plan ahead and be prepared for
them. The ability to get the right medical and non-medical people
and equipment to the right place at the right time is the mission
of the Tooele County Health Department and it's teams of volunteers
known as the MRC (Medical Reserve Corps). It's a special
group of individuals who have or will receive special training
in health and medical issues as well as client
support and comfort. These people are prepared to act quickly when called upon when
an emergency or crisis situation arises. These are
dedicated individuals who care enough to pool their resources and
expertise when an emergency hits close to home.
The Tooele County MRC is managed by the Tooele County Health
Department and is designed to assist the health department by
building a team of volunteers including physicians, nurses, pharmacists,
mental health, and support staff which will enhance the existing
medical and support response during a man-made or natural disaster. |

| If an emergency requires it, the MRC would open mass
vaccination and patient care clinics throughout Tooele County. Volunteers
are the key to staffing these sites. Some people will serve
as MRC Leaders. Others will provide medical care, administer vaccines,
and dispense medications. Others will provide health
education. Counseling for victims, families, and responders
will be available. Many people will be needed to provide administration,
logistical, and communication support. On
